All driver’s license card holder to retake exams in 2018

QUEZON CITY, Philippines — One source of traffic congestion is the lack of discipline among motorists.

This is what the government and lawmakers want to solve through a law that will give a mandatory exam to all driver’s license card holder all over the country.

The Land Transportation Office (LTO) will start the retesting in January 2018 to ensure that a motorist deserves to own a license card.

Committee on Transportation Chairman Rep. Cesar Sarmiento, “Magkakaroon ng retesting, libre, walang bayad, sasaluhin ng ating gobyerno. And then, kung halimbawa kung inaaplayan mo ay motorsiklo, motorsiklo ka lang hindi yang may lisensya ka ng non-pro o pro yung mga ten wheeler nagagamit nyo.”

(We will have a retesting; the government will give it for free. If you are applying for a motorcycle license card, you will only get what you applied for, not a pro or non-pro license that allows you to drive even a ten-wheeler truck.)

New requirements like TESDA certification will also be needed for professional driver’slicense and new set of exams for first-timers.

The transportation department supports the proposed law.

DOTC USec. Raoul Creencia, “Ang pagkakaroon ng driver’s license ay sang pribelehiyo, kina kailangan na maipakita natin na karapatdapat pa rin tayong tumangan at gumamit ng driver’s license.”

(Owning a driver’s license is a privilege.We need to show that we are worthy to use and possess a license card.)

Taxi driver Ronald Ando comments, “Kung ganun, pwede naman, bakit hindi? Kasi ako sigurado ako, sa tagal ko naman na driver, papasa ako.”

(If that’s the case, sure, why not? I’m sure I will pass because I have been driving for a long time.)

While jeepney driver Patricio Galicia said, “Sa akin na professional, sana hindi na exam kasi renewal nalang, isang renew na lang.”

( I already have professional [license]. I am not in favor of the exam, a renewal will do.)

The LTO admits that a lot of motorists in the country lack proper education in driving.

And where will the money come for this?

Hell, they can't even get the new type lisc. plates or renewal stickers out, or even new laminated driver's lisc's upon renewal.

Just another big idea that will last about two days and then go onto the trash heap will all the rest of unfinished ideas.

"pipe dream"

Cannot even issue a "hard copy" driver's license - "out of stock"
Cannot even provide a license plate "sticker" - "unavailable"
Cannot even issue new (and improved) license plate - "tied up in bureaucracy" (awaiting kick-backs).

How about cracking down on defective & unregistered vehicles & unlicensed drivers now?
That'd clear up congestion.

I tried to get a 'road code' or anything similar back in 1982, and there was nothing available. I assume it is still the same. I'd be happy to be corrected.

It seems a result of this is some guarded villages dream up their own 'road code' for their village. The one I experienced was full of illogicality. Clark and Subic free ports probably have their own also which are probably similarly flawed.

Before my live in went for her lisc. test, I went down to National Book store and they had a small pamphlet for driving rules/signs/laws.

She flunked her first test by one question, the tester offered to pass her for P500, I would not let her.

So she had to wait one month before she could retake.

She passed the retake.
